Purpose/Mission:
- Stimulating economic growth in Hong Kong through the knowledge, manufacture and application of optoelectronics and establishing cluster and network both locally and globally.
- Promoting active academic exchange, academic-business exchanges, business-business exchanges, academic-commercialization-funding exchanges with an international flavour.

Objectives
- To develop Optoelectronics as a Value Creation for the Hong Kong economy.
- To raise the awareness and profile of Optoelectronic industry in Hong Kong and to promote Hong Kong as a regional hub for Optoelectronics / Photonics industries especially in Pearl River Delta region.
- To create clustering of the industry in Hong Kong with mainland China and in Asia Pacific.
- To act as statutory and representative body for the local Optoelectronics industry.
- To facilitate technology advancement and collaboration between industries and institutions.
- To promote education and human resource training among interest parties with a focus on providing training to students and young
- engineers aiming to educate a new generation of local Optoelectronics engineers and business professionals.
- To act as a reference and market intelligence service center for business and technology development of local and regional Optoelectronics industries.
- To establish technical standards as to act as a platform for this growing industry.
